How to Choose a Steel Contractor in the UAE: EPC vs Fabrication-Only
By SDES Steel engineering team ·

Compare EPC and fabrication-only steel contracting in the UAE. What to check in a steel contractor's scope, quality systems, tender response and risk allocation.
Contracting models for steel works
Steel packages are procured in different ways. In a fabrication-only or supply-and-erect contract, the client or consultant provides the design and the contractor builds it. In a design-and-build or EPC (engineering, procurement and construction) contract, a single contractor takes responsibility for design, materials, fabrication, erection and often commissioning.
When EPC steel contracting makes sense
EPC suits owners who want one point of responsibility, a fixed scope and fewer interfaces to manage. Because the designer and fabricator sit in the same team, the design can be optimised for fabrication and erection, and change management is simpler. It is common for industrial buildings, process skids, pressure equipment packages and plant structures.
Fabrication-only contracts can suit projects where the design is already complete and approved, and the owner's consultant will manage interfaces.
What to check before awarding a steel contract
- Relevant references for similar size and type of project
- In-house engineering capability or named design partners
- Quality management system and welding qualifications
- Workshop capacity, equipment and realistic delivery schedule
- Health and safety performance and erection method statements
- Clarity of the scope, exclusions and payment terms in the proposal
Preparing a strong RFQ
Contractors can only price accurately what they can see. Include drawings or a design brief, the bill of quantities if available, specifications, required codes, site location, programme and any client vendor-list requirements. A clear RFQ yields comparable quotations and fewer variations later.
